As the title states, I see no rules on how weapon damage codes being improved affects the die maximums - which has been bothering me.

Are there any? if yes, where?

I assume you are referring to Melee Weapons?

I have never seen anything official, but i have ALWAYS seen it played that improving a melee weapons damage code does NOT increase its max damage value. THAT is a separate improvement.

like dmg and range then........ I always ruled you can reduce dex penalty as well - to a certain degree anyway - so I can see that.

Dex penalty reduction is a different kettle of fish, i actually like the HR our group uses for that. Basically EACH pip costs 3cp+1cp to to 1d, and 2cp up to 2d of the dex penalty to reduce it, one pip at a time.
So a suit of Blah armor has a -2d dexterity penalty, it would cost 5cp to knock it down to 1d+2 penalty, 5 more to go down to 1d+1, and 5 more to go to 1d, then 4cp x3 to get rid of it entirely over 6 sessions.

I would also stipulate about time for someone getting used to armor movement limitation and affecting Dex also. Take for example a medieval knight, it took them years to get real good wearing armor and be able to move fluidly to survive battles. The more you wore the armor and used it the better you got to see the limitation and come up with some sort of counter to encumbrance.

True.. Normally in sparks, each 'session' is effectively 2 weeks of IN game time.. some times 3 weeks.
