Why was the fragmentation wire and razor wire changed to square meters rather than meters?

Because it's something to be spread across an area. Since all the mechanics deal with each square, it makes more sense to inform how much you need to cover a square meter of terrain, than it is to talk about linear meters, which can be quite meaningless in this application.
