This is my proposed rule for using double blaster pistols.

Dual Blasters (or Slugthrowers if thats your game)
Its an Advanced skill under Blasters (surprise).
-It is not used directly however, and is not added to the normal blaster skill either.
-The skill dice you use when shooting two blasters is the average of Blaster and Dual Blasters. That is, if your Blaster skill is 6D, and your Dual Blasters skill is 4D, your effective skill dice shooting with two blasters is 4D.
-Off hand penalty is applied as normal.
-All difficulties are increased with one level when using two blasters.
-For each action taken the user may fire two shots.

Alternatives under consideration:
-To cut down on dice rolling Im thinking of rolling only one skill check per action. Roll the effective Dual Blasters skill level as above. If you beat the target number with 0-4 you hit with one blaster shot. If you beat the target number with 5+ you hit with two shots.

Im also thinking of rules for wielding two melee weapons, but that is really a hard nut to crack.

I came up with a pretty simple rule that works well for my group.

-When making attacks with two one-handed weapons, the attacker gains the ability to make two attacks in the first phase of the combat round (normally characters receive one attack during the first phase). The total penalties for such an attack are as follows:

-1D to the main-hand weapon and -2D to the off-hand weapon.

If both attacks are aimed and the same target, and it is entitled to a Dodge or Parry roll, the target makes only one roll and compares the result to both attack rolls. These penalties do not count towards multiple action penalties. Only one two-weapon attack can be made per round.

-Regarding the 'first phase' bonus above, we play by strict rolled Dex initiative (Rank n file opponents have a set 'average' initiative). Each combatant then divides his rolled Initiative by the number of actions taken. So, if he rolled 20 and takes 2 actions, these will occur on initiative count 20 and 10. Your bonus translates to both attacks being made at the first initiative count, 20 in the example above, which is also how it works under my rules.

-I was also thinking of just applying a penalty to wielding two blasters, but wanted to create a skill for those who wanted to stand out as really skilled (Gunslingers, Bounty Hunters). However, one can shoot two blasters without the skill. Just divide the blaster skill by 2 (Blaster XD+Dual Blasters (0D)/2), and then apply the offhand penalty and the increased difficulty. A character with Blasters 6D will then fire at 3D/2D, not very impressive but doable.

-However, the number of double blaster attacks that a character can perform is not limited by a separate rule, but under normal MAP rules (and RoF).

I've been kicking this around in my head, so how about:

When firing at one target: two hits per successful attack.

When firing at two targets (one target per gun): it's two attacks, requiring two attack rolls, but occurs in one phase. Offhand penalty applies.

Simple, no?

Simple, yes but i have never seen an official off hand penalty.

-You dont take into consideration the chance of hitting with one attack and missing with the other. Both shots will not hit the exact same spot every time.

-Regarding firing at two targets with one action I would personally make that some kind of trick shot..

The omission of an off hand penalty probably comes from the fact that SW originally didnt have hit locations, and they are shoddily introduced in 2nd ed at best. That a player could hold a blaster in the 'wrong' hand for any reasons seems not to have crossed the designers mind. I usually just put a -1D penalty for off hand use.

Perhaps add +1d to hit and +1d damage when firing two blasters at the same target.

How about:

It is treated as combining fire with himself?

Using the old combined fire table, thats +1D.

Maybe the character has to make a easy DEX roll (free action) to pull it off?

This actually came up in my game today, when one PC got ahold of a pair of holdout blasters and decided to dual-wield them. I ruled that he got a -1D to hit, but a +1D to damage.
