I always envisioned Jawas to be furry rodent-like people, but not with a snout or muzzle because if so then it would stick out of their hoods. I always envisioned Tusken Raiders to be lizard folk, but if so then that would disclude the theory that Tuskens and Jawas evolved from a common (humanlike) ancestor.
The little people (represented by Willow's family above) were declared in canon to be the apperance of the near-human Bimm species. In fact, the first one was played by Warrick Davis himself in TPM. But if you envision the Jawa species are related to humans then they could indeed be represented by little people (and perhaps the near-human Bimms are also related to Jawas).
Obviously Lucas never cared to create any canon regarding the question of Jawa and Tusken appearance, so I think it should be up to each GM to decide. In over 20 years, I have run several encounters with Jawas and Tuskens, but the question never came up in the game. Tuskens were killed but never unmasked, and Jawas were never unhooded. No PC ever tried to find out, so I guess everyone just didn't care or was satisfied with just using their own imagination. _________________ *

Actually, this deleted scene shows us the truth. It's cheezy, but as far as I can tell, the footage is real, and you get to see the Jawa without a hood. You can see it at 1:01.
