Not really taht is what the streetwise code is for... And with someting like this, i can see adding a 200-500 credit blackmarket fee.

OK, arguement for each of these is appropriate, yes.
I read too much into "Individuals", perhaps, forgetting that a Corporation is an "Individual" in the legal sense, which would allow Bounty Hunters, Mercenaries, and Corporate Fast Responce Security Teams to use 'em.
