Question about starting Force Powers: Affect Mind

Am I missing something in the R&E rules, but can a starting Young Jedi have this ability? I don't see any prereq's that have to be met.

And is there any place that has examples of how this power is used(as in what to roll), I'm fuzzy on how to use/do it.
Basically, I read the descriptor and went, huh?

There is no rule per se saying that he can't take this power but remember he has to make three rolls to perform it. I don't have my rulebook in front of me but IIRC at least one of those rolls was difficult. A starting Jedi might struggle making those rolls.

Yup. To use the films for examples..

Phantom menace - Quigon uses it on Boss nass, and later on he tries it on Watto

ATOC - Obi wan used it on the death stick dealer, when he told him he wants to go home and rethink his life.

ROTS - Don't really remember any here.

ANH - Obiwan used it on the stormtroopers when he said "these are not the droids you are looking for, move along etc'.. And later again, when he made the troopers on the death star think they heard something.

ESB - again, cannot remember any here.

ROTJ - luke uses it on Bib Fortuna when he was in jabba's palace...

Are there any IN GAME examples(showing the mechanic in use).
