That depends.

NON force sensitives and force sensitives, roll perception, but have a different level of difficulty to reach (easy for FS, moderate for NFS) at first. Force users on the other hand can substitute control for perception. IF the action(s) being done are not intended to cause pain/harm, then up the levels 2 catagories...
Regardless of the success or not of the call, you DO get the DSP for it.

EG Harxsl is really needing to fix this astrogation computer, so the ship can get out of dodge before the imperials catch them. He is Non force sensitive, and is currently out of force points and only has 1CP left. He feels he needs more 'omf' for this, so calls the dark side. Since he is non force sensitive, his base diff is moderate, but as he is not intending any harm, it jumps up 2 catagories to very diff. The GM sets it at 24. He rolls his perception (3d+1) and manages to only get 12.... So while he did not get the benefits of calling, since he DID try, he still earns the DSP.

Later on, in a different game, his team is seriosly outmatched, with 13 bounty hunters almost ringing them in. Being the only one who does care about getting captured, he decides to call the dark side again, but this time is intending to use it for called shots to all the BS's legs, hoping to cause leg breaks... As this IS causing harm, the moderate level sticks, and the gm sets the diff for 12.... He rolls and makes it...

No, because the above statement is NOT the same as that in the rules. The above statement in fact implies it adds to the affect. The statement in the rules is:

Which takes into account force points being spect for other uses, such as force powers. It is not the same statement in essence.

Different people read that differently kage... Most of the gms i have played under and over (as their gm) have read it/seen it like i do. 3 were like you, and 2 were inbetween, where it does combine, but only for X3, rather than X4..... Guess we will have to agree to disagree. I read it one way, you read it the other. To me that phrase does mean they have another force point spent, but it does not specify for powers only. SO it is at best, ambiguous.
