See, now, I'd interpret that scene differently. B1 blaster programming/skillware was designed, logically, for the Battle Droid body. The software knows that it takes X amount of energy for so many seconds to "this" servo to move the arm so high. In the case of 3PO-B1, the software didn't realize it wasn't in a compatible body so it didn't make the necessary adjustments to compensate for 3PO's larger bulk compared to a standard B1 frame. That means the skillware is probably also in the head because the body is just receiving commands from the software to "do this", not knowing the body it was attempting to control wasn't capable of it.

Worth noting that even basic data storage chips in the SWU utilize AI tech above and beyond our own, capable of making intuitive “guesses” about a given subject, even if it lacks concrete data about it. It makes perfect sense to me that programming requiring that degree of complexity would take a long time to install, even if that just means you have it run a 24-hour long test sequence to make sure everything installs properly.

In your interpretation, the 3PO-B1 hybrid with Threepio's head would not have any B1 skillware, but that hybrid seemed adept at combat (with Threepio's head hilariously commenting on the horror of attacking Jedi while he was doing it).

You say 3PO-B1 hybrid with Threepio's body had the B1's skills hampered by Threepio's body's lesser Dexterity, and I say it just had Threepio's combat skills (which are even worse than a B1's). Whatever flies your ship, but for now my interpretation works better for me, for both 3PO hybrids.
