Yes, a space transport can fly on repulsors-only at low altitudes. Sublight drives are necessary once you have escaped a planet's gravity well and switch over to microgravity.

I recommend reading "Shadows of the Empire" where C-3PO's antics over Imperial Center exemplify the repulsor mode of the Millennium Falcon. Smile
