I've never thought that was accurate, and have long since developed house rules to account for shields blocking ion cannon

I think like pakman said, you tune the Faraday cage against specific frequencies, so while harmful ionization would be deflected around whatever is shielded, sensors would still be fully or partially effective. _________________ "No set of rules can cover every situation. If what you're trying to block is the ionization; if what you're trying to block is a sensor or comms signal, you would block those, which would create that empty box effect. _________________ "I've Seen Your Daily Routine. You Are Not Busy!"

That was Wraith Squadron #1.

Or it could be a similar effect delivered by two different methods. Per the ImpSB (pg. 67, Magnetic Bombards), shields not only completely block EMP, they have a chance of reflecting the pulse back at the target. Ionization attacks, on the other hand, either completely ignore shields (on account of being energized particles, not pure energy) or have a degrading effect on them, which is only temporary unless it rolls really well. Also worth noting that the only EMP weapon with actual stats (the DEMP gun, on pg. 122-123 of the ImpSB) has three settings, with the first essentially inflicting Ionization damage, the second "stunning" the droid target, and the third inflicting actual damage, blowing out internal components and the like.
