So, a random thought:

Does the Republic have an established first contact protocol?

Obviously, this is going to vary WIDELY by era and explorer, but, if a Republic ship is out mapping, and they run across some uncontacted societies, do they have a protocol or best practices?

Good Question.

It would make sense that they have one, and IMO makes sense that it very similar to the imperial one at that.

IIRC isn't there a chapter of that, in the scouts book?

If there is such a thing, I can only imagine it gets ignored or broken at least as often as most of the other laws in the SWU.

In some references to the Forrest Moon of Endor, it was also called the Sanctuary Moon because it had been an off-limits nature preserve in the Republic. Any scouts surveying the world should be able to quickly ascertain that some inhabitants of the world were sentient, so this could have been the result of some rule against interfering in the culture of primitive species.

There may be some planets that are deemed off limits, but I can think of a bunch of primitive worlds in Minos Sector that have semi-regular trade from space faring traders.

According to this it seems it is the same protocol used by both the empire and the republic

With the empire applying it diffently due to politics

So as for a first contact protocol for republic, use theone above, which IS and WAS the Republic's First Contact Protocol

Now as to what exactly it entails, I think books, maybe thrawn is the best scourse to pull out info, but s it stands here, there is only one such protocol, and empire and repulic use/used the exact same one

But yeah I think the novel or comics is best, otu collctive minds

I expect that, whatever the protocols are, they're applied unequally and generally with some sort of ulterior motive. For instanced, as Whill mentioned, the Sanctuary Moon could've been "officially" set up as a nature preserve of some sort, but only as a public excuse to keep the system off limits. There is even mention in the Imperial Sourcebook of a "Native Management and Industrialization Service (see the COMPNOR chapter, pages 19-20).
