There is two basic needs for disguise.
To pretend to be someone, requires knowledge and likeness of person being copied. Would require a lot of skills.
To not be yourself. Just need con and maybe some small physical changes. |

I agree with these comments. There is no doubt that effectively passing yourself off as someone else specific could require several other skills besides the disguise attempt to totally sell it and not blow your cover.
I have generalized the name of the Con skill to Deception, and I guess that pretty much answers my own question above. I have several advanced skills already, some of them normal skills in RAW I have elevated to advanced status in my game. So in my game, attempts at using a disguise or otherwise assuming another identity for the purpose of deception should be a Deception attempt, with the difficulty determined by the specific circumstances including the requirement of using (and success at) other skills.
Now I might allow (A) Acting to be an advanced skill of Art (what I call Artist) that can provide a bonus to Deception in some cases. Acting itself is not deception per se when you know you are watching a performer in a work of fiction. But actor's ability to assume roles and project false motivations can definitely help sell a con in some cases. _________________ *

Hmmm, what level of language specialization would give the ability of specific accents?
5D is fluent but that is probably with a foreign accent? |

For 'accents', i would say a mix of languages 6d, cultures 5d and con 5d would be needed to mimic an accent. _________________ Confucious sayeth, don't wash cat while drunk! |

to blend into a crowd or the surroundings I would use sneak.
but I would allow a character to "sneak" as in be concealed in some way using disguise to replcas sneak.
the man disguses him self as a stomtrooper, he then walsk normally through the checkpoint.
here he is sneaking through the checkpoint but using the disguise skill. |
