Isn't always the Senate?
There's a Congress--as in, more than just the Senate? I've never seen that mentioned to any extent in any book or comic.
As Episode I starts, the title crawl speaks of the "Congress of the Republic". I'm guessing the word "Congress" is used as a synonym with "Senate"?
Or am I wrong?
Is this expanded upon in the TPM novelization? |

That's a good question. That's the only reference to a "Congress" that I've ever seen. Aside from several references to "Representative (Jar Jar) Binks", I haven't seen anything hinting that the Galactic (or Imperial) Senate had anything approaching a bicameral legislature. _________________ Sutehp's RPG Goodies

Congress can also be used for any meeting of delegates. Therefore, they can be the same things.

Yes, as stated above, congress means legislative but not necessarily bicameral. In Star Wars, congress refers to the one legislative branch it has, the Senate. Representatives aren't from another branch. They are 'junior senators' that can serve in the senator's absence as Jar Jar did for Padme. And instead of a vice president (or vice chancellor) serving as the president of the senate like in the American senate, the top official of the executive branch (Chancellor) directly presides over the Galactic Senate. _________________ *
