Yeah, Pablo Hidalgo did indeed confirm that it was Hera, not her father, that they were calling for.
As for your pet theory, the plan to send Hera and co. to get the plans would have gone out the window when Mon Mothma and the rest of the Alliance Council decided not to attempt to get the Death Star plans at Scarif because the situation looked hopeless (so they weren't going to be sending anyone, never mind Hera and the Ghost crew). That's the entire reason Rogue One, y'know, went rogue.

That's not my point. The point is that the Alliance High Command decided they weren't going to send anyone to Scarif, so Hera and co. wouldn't be going to Scarif unless they were going to go rogue before Rogue One went rogue.
