CompForce, the military arm of COMPNOR, was originally divided into two units; Observation, whose primary mission was spying on the regular military, and Assault, COMPNOR's primary combat arm. However, over time, the Select Committee saw the need to expand CompForce's duties (and thus its numbers) by adding two additional branches:
Intervention
Assault Branch's intense and brutal training program has a failure rate of 88% (of which 22% are fatalities). That leaves approximately 2/3's of the original volunteers (66%) who are still willing to serve, but who did not measure up to Assault's exacting standards. In line with the New Order's doctrine of efficient (if ruthless) use of available resources, new duties were found for these volunteers in the creation of Intervention.
Intervention is a paramilitary police force designed to augment occupation of civilian areas. Officially, Intervention units provide backup and assistance to local police forces. In reality, Intervention units generally end up running the show, much to the dismay and resentment of the local police forces. To a man, Intervention units are staffed with true believers in the tenets of the New Order, who follow their instructions to the letter, no matter how brutal or horrific, and their institutional arrogance combined with their reputation for ruthlessly suppressing even the mildest of civil disobedience or peaceful protest make Intervention units some of the most hated and feared Imperial personnel in the galaxy.
Like all CompForce units, Intervention is lavishly equipped with the best available equipment, with an emphasis on enforcement of Imperial law through armed patrol, riot suppression and surveillance. All of their armor and vehicles are painted in the darkest black, offset by the Imperial emblem in white. Instantly recognizable, Intervention units tend to work closely with the ISB or Redesign Branch, and are essentially a law unto themselves within the limits of their orders. While they lack the combat ability or morale to face experienced combat units, they are more than enough to suppress civilian populations.
Rehabilitation
Most COMPNOR Branch names are at best euphemistic. At worst, they smack of double-speak. Rehabilitation is a case in point; it is, in essence, the Imperial Penal Corps. The draconian laws of the Empire have caused the galaxy's prison population to swell dramatically, and the Select Committee put forward a plan to draft the most violent of those criminals into Imperial service. They also offer an incentive to prisoners by cutting their sentences in half. However, few prisoners live long enough to take advantage of that incentive.
Outfitted as line infantry, prisoners are fitted with an explosive collar that is detonated by remote, which decapitates the prisoner in graphic fashion. All officers and non-coms in Rehabilitation units are drawn from the veteran ranks of Assault and Intervention, and enforce harsh and unforgiving discipline among the ranks. As a mark of their rank, Rehabilitation officers are equipped with a tamper-proof remote detonator control worn on their wrist. Rehabilitation units are given the dirtiest, most dangerous assault missions, and experience some of the highest casualty rates in Imperial service. Yeah, they are even harder to break than Stormtroopers. And their veteran units are tough and well equipped. They're a good choice if you want to throw something other than Stormies at your PCs.

I got the idea from the Imperial Guard Penal Legions of Warhammer 40K. If the unit's morale breaks and they retreat, the unit commander can trigger a rally by "making an example" of someone, reminding the rest of the unit that retreating isn't an option.
The idea for the Intervention battalions came from a couple different sources, primarily the Honor Harrington series. They are mostly thugs, bullies and terror troops who commit atrocities with little or no hesitation, used to keep restive populations in line without having to resort to a full military invasion and occupation (although the distinction doesn't mean much to the populace on the receiving end). The way I picture it, Intervention units get sent in once the Army and Stormtroopers have crushed military resistance, taking responsibility for policing the occupied populace, with Army or Stormtroopers in reserve in case Intervention runs into something it can't handle.
EDIT: Another source for the Intervention units would be the Adeptus Arbites police units from Warhammer 40K, only more corrupt, brutal and cowardly. _________________ "No set of rules can cover every situation. Didn't they have the explosive balls that were lodged somewhere in the digestive track in Fortress? Which made absolutely no sense, since if it lodged someplace unable to move, it would obstruct bits and kill the prisoners anyway.
I like the idea of the death collars for inmates, great shock and awe. _________________ RR

I've been thinking about the officer in charge of the rehab troops, and depending on what the inmates are armed with, what's to stop them from turning around and shooting the guy with his finger on the detonator?
Should there be a vitals safety feature included where if OIC dies and his troops are still alive? Or, does he run them from the safety of a remote command station and keeps an eye on them via trackers, attached cameras, and probe droids? _________________ RR

Like the idea of a dead man switch on the OIC. New nickname "decapitation squad". Head Hunter teams taking out command centers. |

There should be some sort of DMS, or sensor linked to his vitals. BUT that still doesn't prevent someone calling shot to the detonator itself to blow it up. _________________ Confucious sayeth, don't wash cat while drunk! |
