Here are some benchmarks for making NPCs. The formula is: Attribute Dice/Skill Dice/Character Points/Force Points. Keep in mind these are just averages. An NPC can have more or less in any category.
Average 12D/3-8D/0CP/0FP
Novice 12D/12-23D/0CP/0FP
Veteran 18D/18-57D/1-5CP/1FP
Superior 18D/58-132D/6-15CP/2-3FP

Great stuff! This can be really helpful to GMs, especially newer ones, in gauging the toughness and competence of NPCs for their PCs to encounter. _________________ Currently Running: Villains & Vigilantes (a 32-year-old campaign with multiple groups) and D6 Star Wars; mostly on hiatus are Adventures in Middle-earth and Delta Green |

Well if you couple that with the N/PC Concept Sheet (short form):

and "The Universe Standard", GameMaster Handbook, p.47 as well as as chart from the same book, "The Character Standard", p.48 you will do just fine.
1D below human average for an attribute
2D Human average for an attribute/skill
3D Average level of training for a human
4D Profession level of training
5D Above average expertise
6D Best in a city; 1:100,000
7D Best on a continent; 1:1,000,000
8D Best on a planet; 1:100,000,000
9D One of best in several systems; 1:billion
10D One of the best in a sector; 1:100 billion
12D One of the best in a region; 1:trillion
14D+ Among the best in the galaxy; 1:100 trillion
None: -15D or more/-3D or more
Minor: -5D to 14D/-2D
Moderate: -4D to +4D/-1D to +1D
Serious: +5D to +14D/+2D
Major: +15D or more/+3D or more
First set of numbers is the difference in total Dice, the second set of numbers is specific skill Dice difference. _________________ Don Diestler
