Yes it is supposed to be that way.. Declare, and if you wish you can react as things come up later...

Wookie_1 - fires again at the new -2D penalty and hits his target This is correct.

Is this the way it's supposed to follow or does the reaction count at the -1D penalty with subsequent actions falling to -2D? Yes. The Wookiee effectively has +1D advantage for his first action because he won the initiative and fires before his opponent can act.

This is the 2nd edition and 2R&E RAW. Several folks here play with different house rules which is confusing if they explain what they do rather than explaining what the rules say.
