Sparks has a few others added in, like the cresent of Kimar (i think it was called), for service to a specific planet on a number of times...
Other things you could do. Go to any military web site that lists ribbons and medals, and just change a few names. Like:
Earth: Humanitarian service medal
SW: Good samaritan medal
Earth: South west aisa
SW: Melbazo system service.
Earth: Sea service
SW: Fleet service...
