Is there any guidance on creating a character with more "experience" or "levels" vs a starting character? You start with a template and 7D to distribute in skills (or 6D and 3D in specializations). But what would be a good number for a more experienced character. Since D6 doesn't have levels, it's hard for me to wrap a concept around what is good to make a character more like one who has been adventuring for awhile.

I am asking because if I want to run some one-shot games, I don't want to always use beginner characters. Or if I want to create a good NPC to challenge my players, what's a good place to start.

I guess I could assume an experienced character has about 10 adventures under his/her/its belt, and assign character points and then convert those to skill increases. But that seems like a lot of work if I am making many characters.

I guess I'm looking for some of your shared experience.

Double the starting dice to 14D, and no skill increased more than 4D. Too much, too little?

I'd say no more than 3D max. Another possibility is "round-out dice", which is a pool of 4D which can be applied to any skill you didn't spend starting skill dice on, to a maximum value of 1D, with the caveat that it must be linked to your character's background write-up.

For 1e, I looked at the Galaxy Guides and such, and while there is no golden rule to follow, there were trends. I decided:

Mooks
12D in abilities and 8D in skills.
Up to four skills at ability +2D
Example: Stormtrooper

Inexperienced Named NPCs
18D in abilities, 7D in skills
No skills above ability +2D
Example: Starting PCs, Porkins

Experienced Named NPCs
18D in abilities and 15D in skills
One skill up to ability +3D
Other skills up to ability +2D
Example: Hobbie, Dak

Veteran Named NPCs
18D in abilities, 20D in skills
Several skills up to ability +3D
Example: Wedge Antilles, General Rieeken

Exemplar Named NPCs
18D in abilities, 30D in skills
Up to one skill at ability +4D
Other skills up to ability +3D
Example: General Veers, Dengar, Bossk

Epic Named NPCs*
18D in abilities, 60D in skills
Up to one skill at ability +8D
Several skills up to ability +4D
Example: Vader, Han Solo
*I severely capped these NPCS, as they had 100D-150D as written.

D6 does have levels....sort of. It is the total CP earned.

You could say the someone is a "60 point character" which would represent a bit of experience, but still learning, compared to say - a 120 point character.

I have my characters keep track of their total XP (character points - I segregate points used for adding to dice, and points used for character advancement).

Check out page 269 of the reup edition for their suggested level groupings.

This is true, but we also have to consider the individual skills and the "levels" of them, it is very easy to build a 60CP character that is much better in a skill that a 120CP character, all depending on how you build and on the template used, even a custom.

So while we do have some form of levels I would not say that the CP alone is actual a measure, lets take a RAW "jedi" with 1D to alter, sense and control, he will by RAW "sacrifice" 3D in atributes compared to other characters, even if he uses 120 cp, and has a teacher and focuses on lightsaber and force, he is still not even close as good a pilot as the "other "60CP mercenry or Bounty hunter, or of course "pilot" template, or any custom with a full 18D to attributes.

of course the "singular force" alternate rules could help some here, but again CP alone is not a measure of level, again due to the individual skills.

who has the highest "level" would IMO be based on a case by case/skill by skill situation, where regardless of total CP earned the one with the highest skill dice will have the highest level

I have a character stat called "Caliber" which I use for all characters, PCs and NPCs alike. It is actually three things separated by slashes.

Total Attribute Dice / Total Starting Skill Dice / Total Character Points used to improve the character. For example, a starting human PC in RAW would be: 18D/7D/5

As the character advances, the last number increases.
