Range of Tractor Beam

Could a ship in orbit lift something from sea level to orbit with a tractor beam?

Well, going strictly by the RAW, "orbit" starts at 50km, and Cap-Scale Tractor Beams have a maximum Orbital Range of 60 km.

With some caveats, of course. A glacier is going to be quite a bit denser than a starship, so even a small glacier is going to have a pretty high effective Hull for the purposes of locking the tractor beam onto it in the first place. Obviously, a glacier isn't going to resist the attempt, but it also brings up the question of the glacier's structural integrity once it's lifted off the ground, and whether or not the tractor beam itself will provide structural integrity to make up for it.
