Great question. I thought I covered this in my initialisms and acronyms post, but I'll have to double check.
It is a fan-made re-do of the Revised and Expanded 2nd edition. It stands for Revised, Expanded, and Updated. Mostly it is a copy-paste of the R&E, but also adds in a number of widely-used optional rules (such as lightsaber construction etc.), and a lot of stat conversions from the prequels and EU, and lays it all out in one cover.
