Without a template to work from?
Never.
You have to have something to work from, even a sketch or someone's visual recollection, otherwise you're doomed.
If they have a sketch only, or verbal description only, I'd say a month would give them something that could pass a cursory inspection, but nothing that would pass someone who's paying attention. For that, I'd say close to 3 months.
And a real good forgery roll. |

I agree with nothing to go on, never. But a good forger can get a hold of something, or buy something that would give them a basis. One of my fav characters specializations was Forgery: ids. I played him a character like the Saint. |

Since there is nothing to go on, it technically wouldn't even be a forgery. It would be a con.
His forged papers would depend on his ability to con someone, which an Imperial would get an automatic success against as he has verifications for real papers. _________________ My backpack has jets!

There ya go. You just have to con the Imperials into not even LOOKING at your papers. Kinda like a fake police badge- do the ol' whip & flip with them, like you've done this whole dance ten thousand times, and know you have ten thousand more to go... |

Basically, that's it. You don't have anything to go on, it's a con, not a forgery.
