I have always disliked the Chiss race being inferred from the WEG material created about Thrawn. It never made sense to me. So, I did a little research and this is what I have come up with. Comments appreciated.

Chiss v2.0
Similar to humans, Chiss have blue skin, shimmering blue-black hair, and glowing red eyes. They are often mistaken for Pantorans, although Pantorans do not have red eyes. Chiss eyes are a bit better than those of humans, their visible spectrum edging a bit into the infrared range. Additionally, Chiss have keen hearing. Governed by the Chiss Ascendancy and rules a portion of the Unknown Regions. Chiss have little contact with the rest of the galaxy, their existence is widely regarded as a legend even within the Unknown Regions.

Special Abilities:
--► Acute Senses: Chiss eyes are a bit better than those of humans, their visible spectrum edging a bit into the infrared range (can see up to 30 meters in near darkness provided there are heat sources). Additionally, Chiss have keen hearing (+1D modifier to auditory Perception rolls).

Story Factors:
--► Arrogance: Chiss are typically arrogant, believing they superior to all others.
--► Isolationists: Chiss are seldom encountered outside the Chiss Ascendancy. Generally holding the rest of the galaxy in low opinion.

Move: 10/12
Size: 1.6 to 2.1 meters tall

That is not a Chiss special ability. That is something specific to Thrawn.

Researching different systems that held the license, there were stats in the SWd20 "Alien Anthology" which gave Chiss a Special Quality relating to tactics. This quality was dropped in SWd20r "Ultimate Alien Anthology" and was not reflected in skill bonuses for the race. Chiss in SWsaga "Legacy Era Sourcebook" lists no special qualities other than vision for Chiss. FFG's "Enter the Unknown" makes no mention other than infravision.

Riffing off something that came up on the Google Plus group, I see "story factors" as "Those things that others will assume about you"... Chiss have a reputation of being Arrogant and Isolationist, so people might assume you don't know about other cultures and species, because you don't care. A humble, compassionate, Chiss is going to be like a grognard who is open to new systems... certainly possible, but not what they expect.

Rodians are ruthless. Wookies are honorbound but with a short temper, and don't speak Basic. Mon Cal were slaves. Humans, Twi'lek, and Sullustans are ubiquitous and varied enough that they escape this, but most other folks have to deal with people having assumptions, right or wrong, about them due to their species.

Completely agreed. Previous versions of the Chiss conflated the traits
of one standout figure with the qualities of an entire species. Thrawn
himself is the calculating master tactician, not the species as a whole.

In the new Thrawn novel, it is revealed that the new canon Chiss' senses are stronger than those of the typical human,
with their eyesight in particular allowing them to see into the infrared.

Exactly. It'd be like saying that, since Einstein was a genius, all humans get a +1D racial bonus to Scholar: Math and Astrogatipn.

This issue is not unique to Chiss. Alien species capsule fluff and stats are often written so that the example characters are stereotypes of the species.

TBH, I'm kinda tempted to follow Ollie's lead and do "Humans 2.0". The old design choice of "Humans are average and therefore don't have any special abilities" somewhat grates on me, these days.

I have already done this for specific humans such as Corellians, Alderaanians and Chadrilians.

Ahh. Gotcha.

Could their acute senses potentially Penalize them? Like a real sudden loud noise or flash, blinding or deafening them easier or longer?

(I was personally leaning towards my usual for humans... Humans are good at people)
