I don't see why not. The SW Sourcebook states that a Stun Pistol is essentially a low-power blaster, so any blaster with a Stun setting is basically switching between high power and low power modes. A Blaster without Stun mode would be locked into high power mode, and thus might actually be less expensive...

That was the idea actually..... a set of heavy blasters designed by a company solely for the purpose of combat/war - not having to include a power regulator switch and convertor mechanism was intended to save on costs for both the producer and consumer.

The same company sells stun grenades included in their assault packages to provide for a means of enemy capture. The grenades are more power than blasters anyway and the blast radius ensures limited resistance from additional targets and or civilian bystanders without lasting damage.

Makes sense. In fact, the case could be made that most military blasters don't have a Stun setting (we only see it used once in all six films), and that blasters with Stun settings are only issued when the troops in question have orders for live capture of prisoners (Vader: "...and bring me the passengers; I want them alive!)

I have often felt that not all blasters should have the capacity to shift to stun (see my E-web thread). Heck practically all the heavy blaster pistols above the base line heavy (Dl-44) imo should not be allowed to get it. Rifles, i can see some getting it (like the storm trooper 1) but not all, especially like the sniper rifle types.
