I am not sure what is going on. I just can't seem to figure out how to design mechanics for this device. I can see it clearly in my head. Perhaps my brain is mush after seven days of writing the [/i]Star Wars Rebels Season One Sourcebook[/i], which is currently up to 146 pages.
So anyways, I envision a high-tech gladiator stun net. You can blind/feint, trap an arm, trip, whip or cast over the target to immobilize them (I am guessing a grapple attack). Additionally it can stun. I know it will stun if cast over the target, that's sort of a given. What about as a whipping attack? Or once an arm is pinned or a trip?
I am open to suggestions on this item.

Game Notes:
--The attacker may attempt to pin the arm of a target. If the hit is successful the defender must roll his Grappling skill vs the Strength of the material, if he fails the arm is pinned. He cannot use that arm until it is freed.
--The attacker may attempt to trip the target. If the hit is successful the defender must roll his Strength vs STR+1D, if he fails he falls to the ground and must use an action to regain his feet.
--The net may be used as an area effect grapple attack by attempting to throw it over the opponent. If successful the defender must roll his Grappling skill vs the Strength of the material, if he fails he is immobilized until he frees himself.
--Anytime the defender is grappled in the net the attacker may attempt to stun them, the attack is automatically successful, roll soak.

How about a localized stun effect. Hit a body part and it goes numb. You can still use it, but you can't feel anything. All skills that require that body part are halved.
