Introduced (seemingly...) in the Rules Companion and then disposed of in second edition, has anyone ever used this or had any experience with using it?

Yes. If you use rules for Intimidation and other skills/force powers that get resisted with Willpower rather than control, having Force of will (which adds to your willpower) is great.
