Based on the official stats for the iconic Star Wars Universe characters, I have created a list of the most powerful wielders of the Force.
I used the stats for each character when they were at their strongest.
(For example Luke Skywalker is represented on the list with his stats from the the Jedi Academy Trilogy, not from Return of the Jedi)

NOTE: This list is based on the Force skills of each character. I have not taken into account their Force Points, Dark Side Points or Character Points.
Neither have I incoorporated their Lightsaber skill into the list.
This is a list based solely on their ability to wield the Force.


THE ALL-TIME MOST POWERFUL JEDI/SITH
TOP 10

1. Emperor Palpatine* (as of Dark Empire - 10 ABY)
2. Freedon Nadd
3. Arca Jeth
4. Yoda
5. Joruus C'baoth (as of The Last Command - 9 ABY)
6. Luke Skywalker (as of The Jedi Academy Trilogy - 11 ABY)
7. Darth Vader (as of Return of the Jedi - 4 ABY)
8. Vima-Da-Boda
9. Thon
10. Obi-Wan Kenobi

*The Return of the Jedi version of Emperor Palpatine would rank 3rd on this list, bumping Obi-Wan out of the Top 10.

I'm the first to admit that if WEG had continued to release Star Wars material the list would look different. Luke Skywalker will probably have risen to the top 3 by the Legacy of the Force Era, and some other characters from the new Trilogy might have worked their way into the Top 10.
But never-the-less, this is the "Official" Most Powerful Force User list, using the current Offical WEG material.

Vima-Da-Boda is actually hard to place as if you note many of her skills have been lowered for three reasons. Her extreme age, disuse of the skills, and her own despair. Since she didn't use the Force terribly much on Nar Shaddaa, which helped her to evade detection during the Purge, her Force skills have probably dropped a little. Probably was never as powerful as Yoda, but at her height she might have at least been the equal of Luke as of the JAT.

I tend to agree with you, Hellcat.
She was supposedly a legendary Jedi Master and comes from a powerful Jedi lineage.

Side-note: Also what could have helped her avoid detection during the Purge is also hinted at in "KotOR II: Sith Lords", when Kreia states that Nar Shaddaa is the perfect hiding place for a Jedi. From what I remember the moon itself shields the Jedi from detection with it's mixed extreme emotions ect.

What about Keval Raffan and Shalavaa. You said initially this was a list of iconic characters, but Chamma isn't iconic. He only appeared in the background in one of Nomi's memories of her life prior to Andur's death. Even Savuud Thimram and Gwellib Ab-Llewff aren't that iconic, although they did at least get brief speaking parts in DE (issue three or four I believe).

Raffan and Shalavaa did have offical stats made for them, though they are the player's character for the single player adventure they were each made for. Raffan appears in the Tales of the Jedi Companion in The Ruins of Kabus-Dabeh and has 1D in Control and 1D in Sense. No Alter at all. Shalavaa appears in the 13th issue of the old TOPPs Star Wars Galaxy Magazine in Jedi Protector. Stats list him at Control 1D and Sense 2D, but again no Alter.

Initially the top 10 was for iconic characters Wink
But the complete list is just that. The complete list with all the characters (minus the ones you mentioned). I will update the complete list soon.

Ok, know I said if you're interested and maybe you are or maybe your not. But since you're talking about a complete list I thought you might want to get as many in as you can. Just grabbed my copies of the Adventure Journal and here's what I can get you from them.

From Volume 1, Number 6:
  • Daye Azur-Jamin (To Fight Another Day) - Control: 1D; Sense: 2D; Alter: N/A
  • Alex Winger (Rendezvous with Destiny) - Control: N/A; Sense: 1D; Alter: N/A
  • Durrei (Relic) - Control: 3D; Sense: 2D+1; Alter: 3D+2
  • Reye Sedeya (Ringers) - Control: N/A; Sense: N/A; Alter: 1D


From Volume 1, Number 10:
  • Daye Azur-Jamin (Only Droids Serve the Maker) - Control: 2D; Sense: 2D+2; Alter: N/A
  • Agapos IX (Only Droids Serve the Maker) - Control: 3D; Sense: 4D; Alter: 3D


And from the Truce at Bakura Sourcebook:
  • Dev Sibwarra - Control: 1D; Sense: 4D; Alter: 1D


Ok, of these, Daye Azur-Jamin went on to become a Jedi and would fall to the dark side during the Yuuzhan Vong War. His stats here are prior to becoming a Jedi. Durrei is listed as a dark side student. And Dev's mother had been a Jedi apprentice who appears to have started teaching him before her death not to mention the completion fer own training. None of the others are actual Jedi themselves.

Well, turns out it was in fact a Top 50 Smile
Forgot about Raffan and Shalavaa.
If you can find any more Hellcat, please let me know. Would be cool to have a completed list.

Well, I just ordered three Adventure Journals on the 23rd which I'll probably recieve in the New Year so I'll have to wait on those. But I can look through the sources I do have. I'll check Cracken's Threat Dossier to see if any White Current folks have traditional Force skills cause I already know none of the Dathomiri witches do. The way the stats are done for them, Force powers are actually skills/spells and get their own individual skill dice.

Here's something interesting. Mara Jade is actually weaker as of the First Corellian Crisis (18 ABY) than she is in 11 ABY. The Jedi Academy Sourcebook, as you know, lists her at Control 3D, Sense 3D, and Alter 2D+1. Cracken's Threat Dossier keeps Sense and Alter the same, but she's dropped to 2D+2 in Control.

That's later on. The First Corellian Crisis was before the peace treaty between the New Republic and the Imperial Remnant. It's covered in the Corellian Trilogy (Ambush at Corellia, Assault at Selonia, Showdown at Centerpoint).
