Ok. Say part of the situation your pc's find themselves in is
one is in the BBEG's henchmens face, but just went down into the land of the 'big dirt nap' (incap)
the rest are back a bit getting rumbled by his underlings so none are close enough to try and stop the BBEGHm from picking up the fallen pc..

After a little while, he realises it is time to get out of dodge, so picks up said ko pc and tosses him over his back, in a slight modified firemans carry, so that his body protects the guys back.. making him effectively into a "meat shield"

What cover/consealment bonus/penalties would you say apply?
If someone misses, would they hit the shield?

I'd raise the difficulty to hit a non-called shot by 1 difficulty level. So a Moderate becomes a Difficult. For a called shot, no change as it's just as easy for the called shot to go for the legs or head and the usual penalties for called shot applies.

As far as the miss; if the difficulty isn't made, I'd roll a single die. 1-3 a miss just completely misses, no effect. 4-6 the miss actually hits the "meat shield". I think if you see your buddy being used as a shield, you'd err on the side of missing completely but there's still a chance you'd hit him.

Make him 1/4 cover.

Of course, Twisted Evil , the pc's could shoot THROUGH the buddy....

I think that is the best way to do it. THe body IS cover, and the rules for hitting the cover could be used to see if the body got hit or not.
