Other than some specific ones (in the various weapons and equipment guides), most cybernetics are straight up replacements for biological parts, without any augmentation.
Cybernetics are pretty expensive... adding enhanced abilities of neat effects only makes them more expensive, and they're kinda rare.
But, no, there isn't a comprehensive collection of cybernetics, they're scattered.

As ankhanu said, look in Gry's equipment guide. there is a section in there on cybernetics.
