From RotS forward, I'd say Jedi Master Kenobi. |
I think an argument can be made for Chewie, who is not only a lot older than Kenobi, but also spent a chunk of the intervening 20 years as a smuggler and co-pilot, instead of as an Anchor(head)ite.

If we are counting Obi-Wan, then I'd say its him, hands down.
Not sure how much canon matters for the purposes of this question, but WotC puts Han at 8th level during ANH, while Chewie and Leia are each 6th level and Luke is 2nd.
R2 is 8th level, IIRC. I dont recall where 3PO is at.. maybe 4th.
Meanwhile, Obi-Wan is 15th level, and Vader is 18th. |

Depends. Chewie seems Older than even Obiwan, so he imo should be more experienced, but Obi has more raw power cause of the force. _________________ Confucious sayeth, don't wash cat while drunk! |

Depends. Chewie seems Older than even Obiwan, so he imo should be more experienced, but Obi has more raw power cause of the force. |
Chewie is 250+ Years by AnH. Still not considered an "old" wookie so yes he is older.
Age is not equal to experience, if we take the "canon and eu" when the books were written, old Obi wan didn't do much to accumulate experience in the desert hut while watching over Luke.
Now with the new canon this could be different.
An old guy doing nothing since he was young, is not more experienced or "better" than a less old who kept things going.
As to starting characters like Luke and Anakin, even Rey etc are all either 17D or 18D tot al with the effects of the awaken power given to them.......as in they were chosen by the force to be two cuts above and then some.
Now I would be inclined to allow 18D +1D For a 19D total (on a normal 18D race) to Sense to a starting character at the cost of the starting CP, IF the background is solid enough to warrant it. |

Chewie is exactly 200 during ANH, in both the EU and the Canon Universe. FYI. But yes, age does not necessarily equal experience.
In TPM, Obi-Wan was advanced for a padawan and defeated a Sith. He gained lots of experience living a life of adventure being Anakin's master and throughout the Clone Wars. In RotS, he was already one of the most skilled Jedi Masters on the Jedi High Council. His experience was cited as the reason he should be the one to take on Grievous. He had tons of experience by RotS. Would any of his skills lose their sharpness due to atrophy from living the life of the desert hermit for a couple decades? Sure, but it's not like he would just forget everything during that time. _________________ *

I am saying he would loose his edge, though I will argue some skills (and I think there are rules for this) will naturally decline....like blaster....if you haven't fired one in a decade, then naturally you have lost this edge.......training back up however is not too hard.
I am saying that if Obi Wan didn't do much in 19 years, I would argue that he would have some skills being lowered.
But we do agree age does not mean experience |

There aren't official rules for skill atrophy, but house rules for it have been discussed at length here over the years. |
