Simple answer: hyperbole. The First Order “built” it. “They” are all part of the First Order. Therefore, “they” built it. It’s propaganda, the big lie. Even if they didn’t build it, they’ll tell everyone, even their own people, that they did to boost external appearance and internal morale. Even if they found an ancient weapon and added on to it, they can still exaggerate and say they built the whole thing. _________________ "No set of rules can cover every situation. Agree here. They built it, in the sense that they got it operational. Now, First Order scientists may have designed it and their engineers built it. Non-First Order scientists may have designed it and the FO Engineers built it. Or, they may have found the thing and cleaned it up enough that they could make it work. In any case, Hux is going to say they built it, because they're the First Order, so of course they built it. My feeling is that there are a lot of very angry ancient civilizations in the Star Wars Galaxy*, who wanted to lash out at everyone.
*Since the construction "The Star Wars Galaxy" is an awkward construction, I suggest we refer to it as "The Pizza Galaxy", since a lot of it comes back to the Slice. _________________ "I've Seen Your Daily Routine. You Are Not Busy!"

The Pizza Galaxy? That reminds me of Pizza the Hut from Spaceballs.
