As a general rule I don't roll it for NPCs but role-play it. But then I'm kinda good at that sort of thing. I would expect most Gms to have some talent for it, since persuading and/or conning characters is part of a GMs function.

I don't think I would force a player to act a certain way due to a persuade or con roll - not only would that take away free will, but it could also leave the PCs too vulnerable to some NPC with very high die codes. Imagine if a PC could be convinced that the Empire is right just because the GM got a phenomenal skill roll!

What I would try to do is make the argument more appealing, and possibly adjust CP awards depending on the circumstances and how the PCs actions would fit in with situation. It's different if the GM rolls a 76 while the sister of a close friend tries to persuade the PC to go back after him, then if the GM rolls a 76 while a ISB agent tries to persuade the PC to turn in a close friend for the reward.
