Agreed. It might cause more troubles that it fixes. But it might have some possibilities.

Or perhaps "minor" uses of a power, perhaps actions that only use a certain portion of a character's dice code could count as freebies and/or reactions. That might help with some stuf we see on screen, too. IT seems that lilting an X-Wing or stopping falling boulders requires more effort than lifting a lightsaber. That's why Dooku was able to escape. Yoda was kept busy protecting Obi-wan and Anakin.
