EU.. Though most of the WEG material i have seen, most pilots in them, other than rebel fighters, were all in their 30s...

Well, that's not really much indication of the galaxy's laws concerning underage piloting. It's just that the bulk of the armed forces are formed by people in their 20-30s.

How old was Luke in "A New Hope"? If I remember right, some of his friends (presumably peers) went to the Academy a year before.

19, According to Wookieepedia. They give his birth year as 19 BBY.

Actually, make that 20. I forgot that the year in which the Battle of Yavin took place is known as 0 BBY/ABY.

Even Gavin was considered young at 18 when he enlisted.

19, you were right the first time. The difference between 19 BBY and 0 BBY is 19. (19-0=19). Luke was born 19 years before Yavin.
