Ya, but we're talking about the Non-Elite. Imperial Army Troopers.
Those could be Non-Humans, but still not likely. Better to find the guys that ticked off the CO, and get them transfered, then to trust some "Dirty Non-Humans" to defend their own planet.
As for the movies, notice where we saw the Imperial Attacks. That's right, with Darth Vader and on Secret Military Projects. *NOT* places you'd put anything *BUT* the best.
In the worse case, the Enlisted would all be locals, with an "Imported" officer corp. |
