You can make it easier to be hit by rolling a bad dodge. The explanation according to the rulebook is that you "zigged when you should have zagged."

That's if they dodge. It's better to dodge at short range. Stand there and take the difficulty number if its long range. | |

You can also interpret a full dodge as draining so much of the ship's power that the weapons can't be fired. I've always treated Full Dodge and All-Out Speed in a similar manner. But my preference is ... | |

Rules of Engagements also has an option of requiring basic punch, etc. before any of the other techniques can be learned. The basic skills aren't on the chart but the next page over. | |
