Of course it is a weapon, and as per the R&E rules you could just give your player a modified one. Since it is primarily a hunting weapon it need not have damage to punch through heavy armor.

I was just mentioning one of the myriad of ways a UV blade becomes a moot point. I only kept mine because it was a gift and rare honor to go into the crystal caves on A'fel.
